Before You Apply

Check Non-local Status

The University welcomes applications from non-local applicants. Non-local applicants are persons who require a student visa/entry permit issued by the Hong Kong Immigration Department to study in Hong Kong.

Currently, persons holding any of the following documents issued by the Hong Kong Immigration Department are NOT considered as non-local applicants:

  • Hong Kong Permanent Identity Card
  • Hong Kong Identity Card showing right to land status
  • One-way permit for entry to Hong Kong
  • Dependent visa
  • Full-time employment visa/work permit (for part-time study)
  • Entry visa/entry permit for quality migrants
  • Entry visa/entry permit for capital investment entrants
  • Other documents issued by the Hong Kong Immigration Department certifying the applicant's right of abode or right to land in Hong Kong

About Your Application

Each applicant is allowed to submit one application only.  The application can include a maximum of three programme choices (with no priority assigned).  Please note that once your application is submitted, no additions or changes can be made to programme choices.

Steps to Submit an Online Application

Step 1: Create an account at
  Input your email address, personal details and a password to create an application account. A confirmation email showing your application number and electronic ID (EID) will be sent to your email address. Use the EID and your selected password to log in to the application account.
Step 2: Complete your application

Click "Apply for New Programme(s)". Select the "Application Type" (Bachelor's Degree) and "Semester" (Semester A, 2018/19), then select programmes(maximum three programme choices per application) from the programme list.

Follow the instructions to complete the relevant sections of the online application and click 'SAVE' before proceeding to the next section or logging off.

Step 3: Upload supporting documents

Scanned copies of these documents should be uploaded via your application account before submitting your application.

(i)   your final senior high school transcript, 
(iI)  Senior High SChool Diploma, 
(iii) Advanced Subjests Test (AST) results,
(iv) IELTS/TOEFL results if available

Please also note:

  1. Documents that are not in English must be accompanied by a certified English translation by the awarding body or your high school or university.
  2. Supporting documents that do not show the name of applicant or with unmatched names will not be accepted. However, if the difference in names is due to special reasons, please upload a written explanation with documentary proof (e.g. deed poll, certificate of name change). 
  3. If you have dual nationalities, please upload copies of the valid passports. 
  4. If you wish to provide additional information after submitting your application, please use the "file upload" function in your application account. Please note that once the selection process has started, additional / updated information provided to the University may or may not be considered, at the discretion of the relevant college / school. 
  5. If requested by the University, you should present the ORIGINAL certificate / the official certification of your qualifications as stated in your application (e.g. official transcripts, award certificates, English test results, and official certified English translation where applicable) for verification before starting your study. Provision of any false or misleading information or failure to supply documentation acceptable to the University for verification will lead to disqualification of the admission application and any offer/enrolment made will be rescinded. Any fees paid will not be refunded.
Step 4: Submit your application

Check your data entry before submitting the application.

Pay the application fee online using Visa or MasterCard. The fee (HK$450 for a maximum of three programme choices) is non-refundable and non-transferrable. Your application will only be processed after payment of the application fee.

Step 5:   Application acknowledgement 
  An acknowledgement of your application will be shown online upon submission of your application. A copy will also be sent to your registered email account. The programme choices will appear under "Submitted Application" in your application account.
Step 6:  Amendment of information after submission of your application

Once you have submitted your application, the system will not allow you to enter new data except to update the following via your application account: 

  • postal address, email address, telephone number
  • 'pending' grades in the 'Public Examinations' section
  • the latest overall GPA or mark of your post-secondary studies in the 'Post-Secondary Education' section

Application Fee (non-refundable and non-transferable)

The application fee is HK$450. This fee entitles you to a maximum of three programme choices.  Each applicant is allowed to submit only one application. If you have selected less than three programmes, you will not be allowed to add another programme after payment.

The application fee is non-refundable and non-transferable, and is required when submitting your application to the University.  When submitting your application for assessment, you are only required to pay the prescribed application fee, not any other fees, to the University.

Payment can be made through the application system using a credit card (Visa or MasterCard).

Processing of Applications

Applications will be processed on a rolling-basis, upon receipt of the required supporting documents.

If you have selected more than one programme choice, each of your programme choices will receive the same priority in our processing.

Note that if you have received more than one admission offer from the University, you can enrol in one programme only.


Non-local students may receive an entrance scholarship/diversity grant upon their admission to the University. Click here for details.

The award of entrance scholarships and diversity grant is assessed at the time of application. Awardees will be notified in the admission offer letter. No separate application is required.

In addition to the entrance scholarship for non-local students, students with good performance during their studies at CityU may be eligible to apply for other scholarships. For details, please visit the website of our Student Development Services.

  • Supplementary Form
    Some programmes require the completion of a supplementary form. You will see a supplementary form section in your application account for these programmes.
  • Applicants for School of Creative Media (SCM) Programmes
    It is highly recommended that applicants for the following programmes submit a portfolio via the online Portfolio Submission System of the School of Creative Media within 10 calendar days after submitting their application.

    Portfolio materials may include documentation of still photography, paintings/drawings, sculptures, musical compositions/performances, films/videos, software, multi-media productions, academic or creative writing, science projects or other forms of imaginative activity.

Use of Application Information

The information that you provide in the application, including your HKID card/passport/travel document number, examination results and qualifications, will be used for the following purposes:

  • as a basis for various types of processing in relation to your application;
  • as a basis for the selection of applicants for admission to the programmes offered by the University and for other relevant or related purposes;
  • to obtain from the relevant examination authority, assessment body or academic institution in Hong Kong or elsewhere information about your examination results, records of studies or professional qualifications if deemed appropriate;
  • to carry out checks on your application, and any records of studies at the University and other institutions in Hong Kong or elsewhere if deemed appropriate;
  • to transfer relevant data to the University's student record system upon successful outcome of your application;
  • for statistical and research purposes (with personal identifiers removed); and
  • personal data may be used for direct marketing of the University's programmes and activities.
    You may opt out from receiving such information via your application account if you wish.

Please note that by submitting your application, you authorise the University to obtain, and the relevant examination authority or academic institution to release, information about your examination results and records of studies. In accordance with the Personal Data (Privacy) Ordinance, you have the right to access and to correct the personal data contained in the application, and the right to request a copy of such data during the admission exercise. If you wish to obtain more information, please write to the University. You may be charged a fee for each request. Data on unsuccessful applications are destroyed at the end of each admission exercise.

Applicants with Disabilities

The admission of an applicant to the University is based on academic criteria and other specified entrance requirements. If you have a physical or other disability, you are not required to declare this at the application stage. However, if you need assistance regarding your application (e.g. to attend an interview), you may discuss your needs with the University for special arrangements to be made if practicable.

Bribery Offence

Applicants are reminded not to offer any advantage to any members of the University in connection with their applications. These offers may constitute a bribery offence in Hong Kong. The University also forbids its staff from soliciting or accepting such advantages.

After You Apply

Application Results

You can check the status of your application via your application account. If you are successful in your application, we will send you an email and an admission offer letter by post. No written notification will be sent otherwise.

If you are awarded an entrance scholarship/diversity grant, details will be stated in the admission offer letter.

Acceptance of Offer

Successful applicants must indicate their acceptance and pay the acceptance fee (HK$10000) online, using Visa or MasterCard, before the reply deadline. The acceptance fee is NOT refundable or transferable except under the following circumstances:

  • when the applicant subsequently accepts another offer of an award programme of the University in the same semester of admission and has paid the acceptance fee; or
  • when the applicant fails to meet the condition(s) of the admission offer, resulting in a withdrawal of the offer by the University; or
    (A request for refund should be submitted in writing to the Admissions Office before 3 September 2018, along with the documentary proof that the condition(s) cannot be met.)
  • when the programme for which an offer is made is subsequently cancelled by the University.

Upon enrolment, the non-refundable acceptance fee paid at the time of admission will be credited towards the tuition fee, or other fee payment if you receive a top scholarship or a full tuition scholarship. The balance of the fee charges required for the first semester of study will be collected in September following the University's fee payment schedule.

If you are awarded an entrance scholarship/diversity grant, please note the terms and conditions as set out in the attachment of the admission offer letter, before indicating your acceptance. The acceptance fee is non-refundable regardless of whether you meet the scholarship condition(s).

Documents for Verification

Upon your acceptance of the admission offer, please make arrangements for CityU to receive your OFFICIAL academic records (from your school/exam body) as soon as they are available and well before your arrival in Hong Kong.

Applicants who receive a conditional offer should also supply the documentation certifying the fulfilment of the offer conditions before the deadline indicated in the admission offer letter. Note that irrespective of whether a student visa/entry permit has been issued, the conditions of the offer must be fulfilled prior to enrolment.

The University reserves the right to decide whether the submitted documents are acceptable. If you fail to provide the documentation acceptable to the University for verification before your arrival in Hong Kong, your admission offer will be withdrawn and your enrolment at the University will also be rescinded. All fees paid will not be refunded.


After you have accepted the admission offer and fulfilled the conditions of the offer (if applicable), the Academic Regulations and Records Office (ARRO) will send you an enrolment notification, normally in August. Enrolment for new students will take place starting the week of 27 August 2018. If you fail to complete the enrolment procedure by 15 September 2018, you will be considered as having given up the place for admission, and all fees paid will not be refunded.

Please note that if your admission offer is a conditional offer, you are required to meet the conditions as specified in the admission offer letter before enrolment.

Cancellation of Programmes

The University reserves the right to cancel any programmes in which case all fees paid by applicants will be refunded.

Fees and Other Information

Tuition Fee (subject to annual review)

The tuition fee for non-local students enrolled in government-funded bachelor's degree programmes is HK$120,000 (~US$15,380) per annum for the 2018/19 academic year until the end of your study. The tuition fee may increase if there are changes to the tuition fee set by the Hong Kong SAR Government.

Accommodation in Student Residence

Non-local students admitted to full-time government-funded bachelor's degree programmes are eligible to apply for Student Residence, with higher priority granted during their first two years of study under the current Hall Admission Policy. Students are highly advised to reserve sufficient funding to secure off-campus accommodation in Hong Kong for the remaining years of study as hall re-admission is extremely competitive and is subject to the Returning Scheme in respective halls. Further information can be obtained from the Student Residence Office.

Residence Fee
The residence fees vary according to the room type and are subject to annual review. Please refer to the website of the Student Residence Office for details.

Off-campus Accommodation
The monthly rental price for Off-campus Accommodation in the market stays in the range of HK$7,000 - $12,000 subject to flat size, location and many factors.

Estimated Cost of Living in Hong Kong

Living costs will vary depending on individual lifestyle expectations. The estimated basic living expenses are as follows:

On-campus Accommodation (double occupancy for 10 months) US$1,440*
Living expenses (meals, transport, laundry and expenses for books, stationery, etc.) US$3,900-6,400

Student Visa

Non-local students will require a student visa/entry permit issued by the Hong Kong Immigration Department to study in Hong Kong. It is the student’s responsibility to obtain a valid student visa/entry permit before arrival, and to comply with the terms and conditions of the visa/entry permit. If you are unable to produce a valid student visa/entry permit which corresponds to the programme you intend to study, you will not be allowed to enroll in our programme.
